    With Photoshop, if I edit then “save as” and upon close I do not save changes to the original, is that still destructive?

      Well you would still have your original file, so that won’t be destructive. However, inside of that PSD you saved, every adjustment you make to actual image pixels is destructive, meaning once saved out, those changes become permanent. For example, of you burn/dodge/warp all those changes in the PSD file would be permanent when saved. That is what is considered destructive. Which is always way we make each major adjustment on a new layer over the last. So we have a series of steps we can follow back to the original from within the PSD file.
